ANALYSIS OF INTERNATIONAL EXPERIENCE IN EFFECTIVE GOVERNANCE SYSTEMS IN THE FIELD OF PHYSICAL EDUCATION AND SPORT

The relevance of the article is conditioned by the growing role of physical education and sport as a component of public policy, as well as by the need to increase the effectiveness of sector governance under conditions of limited resources and unequal access of the population to high-quality physical culture and sport services. For Ukraine, this issue is of particular importance in view of demographic and medico-social challenges and the need to preserve human potential during wartime and in the post-war period. In this context, it is relevant to generalize international experience in governing the field of physical education and sport in order to identify mechanisms suitable for scientifically grounded adaptation to Ukrainian conditions.
The purpose of the study is to generalize and provide a comparative analysis of international models and managerial tools that ensure the effectiveness of governance systems in the field of physical education and sport, using the examples of the United Kingdom, Finland, France, Canada, and Japan.
Methodology. The study employed the following theoretical methods: analysis and synthesis of educational and scientific materials, comparative analysis of governance models, and systematization of policy instruments by functional domains.
Scientific novelty. The scientific novelty of the study lies in structuring international experience in governing the field of physical education and sport by functional domains (institutional coordination; strategic planning; infrastructure investment; service quality standardization; intersectoral interaction; participation and regularity monitoring), as well as in substantiating the effectiveness of governance systems that enhance accessibility, quality, and policy performance in the field of physical culture and sport.
Conclusions. International experience shows that governance in the field of physical culture and sport increasingly demonstrates the features of a comprehensive public policy that combines strategic planning, infrastructure solutions, communication instruments, and systematic monitoring of population participation in physical activity. The effectiveness of governance models is ensured through the integration of institutional coordination, long-term strategies, and evidence-based management, which makes it possible to assess not only the number of activities but also real changes in the regularity of physical activity.
