Abstract

The purpose of the article is to analyse the theoretical foundations and practical cases of forming the culture of scientific speech among various categories of specialists of the State Criminal-Executive Service of Ukraine. The relevance of the topic is determined by the need to enhance the professional competence of SCES personnel, as high-quality communication and scientifically grounded thinking are essential to effective professional activity.

Methodology. The study applies a nonlinear cognitive methodology, enabling it to consider the culture of scientific speech as an open, dynamic, and complex structure. Empirical methods of pedagogical observation and self-analysis were used, along with an activity-based approach to planning and organizing the educational process. Particular attention was paid to identifying difficulties in the formation of scientific speech culture and determining the need to update approaches to personnel training under modern conditions.

Scientific novelty. For the first time, the problem of forming the culture of scientific speech has been actualized in the context of the professional activity of SCES personnel. The key components of behavioral culture (communicative, cognitive, behavioural, axiological, and praxeological) that directly influence the quality of scientific communication and professional development have been identified. Practical cases and methodological recommendations for developing accuracy, logical consistency, and appropriateness of scientific speech are proposed, as well as a systematization of typical linguistic errors arising in professional and educational activities.

Conclusions. The formation of scientific speech culture is an important component of the professional competence of higher education students and SCES personnel. The study’s practical results demonstrate the effectiveness of the activity-based approach in training and professional development, contributing to the development of academic integrity and the improvement of professional communication. Prospects for further research include the development of integrated programs to advance scientific speech culture and improve training methods for law enforcement personnel.
