LOGICAL AND METHODOLOGICAL FOUNDATIONS OF TEACHING THE COURSE «MUNICIPAL LAW»

The relevance of the topic is due to the fact that modern legal science in Ukraine is in dynamic development, purposefully moving towards the legal standards of the countries of the European community. This process is especially noticeable in the subject field of the course «Municipal Law», which is taught to applicants for a bachelor's degree in law. After all, «Municipal Law» in European countries has significant legal achievements, which have been accumulated over the centuries-old history of their development and have passed a specific test of time. Therefore, we must orient domestic legal science in the field of «Municipal Law» to the best foreign examples of teaching this course and apply various methodological approaches, which, in our opinion, by their logic should bring a positive result. Municipal law in Ukraine has received its «new breath» since 1991, when our country became independent.
It is in this regard that municipal legal issues and their legislative framework have become significantly relevant for both the legal services of local governments and higher educational institutions of Ukraine, and especially for those that prepare Ukrainian youth for work in the legal field.
Therefore, Ukrainian legal scholars at the end of the 20th and in the first quarter of the 21st century. began to actively analyze the legislative framework of municipal law of foreign countries and master various logical and methodological approaches to teaching this course to applicants for higher legal education in our country. Since, Ukrainian legal scholars aim to convey to applicants for higher bachelor's degrees both the content of key laws and by-laws on municipal law, and to make a detailed analysis of their significance and value for a person in Ukraine.
All this leads us to a detailed analysis of various logical and methodological approaches to teaching the course «Municipal Law» to applicants for higher legal education in Ukraine. After all, in addition to foreign legal scholars who have significant achievements in the field of municipal law, there is also a whole cohort of legal scholars in Ukraine. In the scientific and legal environment of theorists-analysts and legal practitioners in «Municipal Law», a significant contribution has been made: Batanov O., Marushchak O., Lyubchenko P., Pohorilka V., Frytsky O., Baymuratov M. and others. Their methodological and methodological approaches to teaching the course «Municipal Law» to applicants for higher legal education in Ukraine are distinguished by their argumentation, purposefulness and relevance. Therefore, we are convinced that the course «Municipal Law» will become more relevant for applicants for higher legal education, Bachelor of Laws in Ukraine, thanks to various logical and methodological approaches to its teaching.
The purpose of the work is to analyze the current logical and methodological approaches to teaching the course «Municipal Law» to applicants for higher legal education Bachelor of Law in Ukraine and to highlight the views of Ukrainian legal scholars on this problem.
The methodological basis is the result of a scientific and legal search for key logical and methodological approaches to teaching the course «Municipal Law» to applicants for higher legal education Bachelor of Law in Ukraine. In particular, these are European and Ukrainian educational and legal traditions, the value of the rule of law, freedom of free choice, personal legal responsibility of a person and the responsibility and accountability of the management of municipalities. It is in this legal field that «Municipal Law» is developing in Ukraine. This is the key goal of the acquisition of the course «Municipal Law» by applicants for higher legal education Bachelor of Law.
The scientific novelty of our research lies in the fact that the practical significance and expediency of applying the logical-methodical approaches of legal scholars: Batanova O., Marushchaka O., Lyubchenko P., Pohorilka V., Frytsky O., Baymuratova M., and others in the process of highlighting key logical-methodical and approaches to teaching the course «Municipal Law» to applicants for higher legal education of a bachelor of law in Ukraine. Their orientation to European and Ukrainian historical and legal traditions, the rule of law, freedom of choice, the constitution of the state, and the personal legal responsibility of a person have been clarified.
Conclusions. Our research, which is aimed at highlighting various logical and methodological approaches to teaching the course «Municipal Law» relevant today to applicants for higher legal education in Ukraine, shows that Ukrainian educational and legal traditions, the value of the rule of law, freedom of free choice, personal legal responsibility of a person and the responsibility and accountability of municipal management, have been and remain a solid foundation for both Ukrainian legal science in general and municipal law in particular.
Therefore, relying on European and Ukrainian educational and legal traditions and scientific and legal ideas of our domestic lawyers, among whom the leading place is occupied by: Batanov O., Marushchak O., Lyubchenko P., Pohorilko V., Frytsky O., Baymuratov M., and others, the youth of Ukraine in general and applicants for higher legal education, in particular, in the life of their municipality will be guided by the achievements of European and Ukrainian legal science, aimed at regulating the lives of people in a city or village according to laws and rules that are based on the legal culture of Ukrainians.
And this, in the end, can contribute to the process of forming national legal traditions, which include: the value of the rule of law, freedom of free choice, personal legal responsibility of a person, responsibility and accountability of the leadership of municipalities. self-conscious citizen of Ukraine.
Therefore, the logical-methodical approaches and ideas promoted in their works by Ukrainian legal scholars: Batanov O., Marushchak O., Lyubchenko P., Pohorilka V., Frytskyi O., Baymuratov M., Romanenko I. and others should help in the process of teaching the course «Municipal Law» to students of higher legal education in Ukraine.
