PEDAGOGICAL CONDITIONS OF FORMATION OF PROFESSIONAL COMPETENCE OF EDUCATIONAL MANAGEMENT SPECIALISTS IN CENTRAL EUROPEAN COUNTRIES

Abstract

The purpose of the article is to substantiate the pedagogical conditions for the formation of professional competence of education management specialists in Central European countries.

The methodological basis of the article is a prognostic approach and methods of analysis of legal acts and comparative pedagogical analysis.

The scientific novelty of the article is to determine the features of the formation and development of professional competence of education management specialists in Central European countries. It is determined that specialists in education management are the human resources of state and local administrations, regional education departments of the non-state sector, international educational organizations working in the position as leaders, coordinators, experts, consultants in the field of education management. It was revealed that in Central European countries (Bulgaria, Slovakia, Slovenia, the Czech Republic), education management specialists can occupy various positions: the head of educational institution (director, rector, deputies, vice-rectors, deans, school inspector, educational controller, etc.). The set of conditions for the formation of professional competencies of a teacher and a specialist in education management is characterized: taking into account the impact of socio-economic changes that constantly occur in society and determine the formation of new competencies of teachers, including readiness for life in a multicultural tolerant society; increasing the level of professionalization of the teachers activity; the need to master, improve and apply technologies aimed at improving the quality of higher education; mutual recognition and equivalence of periods of study, educational and qualification levels and nostrification of documents; strengthening the universityization of higher education and integration processes; increasing the role of the principles of sustainable development in modern education and others.

It is concluded that in the training of a specialist in education management, educational activities should be directed to the inclusion of various types of professional training, including organizational-managerial, information-analytical, diagnostic, innovative, methodical, educational, etc.
