Abstract

The reorientation of education to its competitiveness, the focus on the study of a whole picture of changes, the formation of systemic thinking occurs through a radical study of specific prerequisites for the development of education and their content. Education reform is a continuous historical process that objectively identifies certain stages. Educational systems around the world are in a state of radical change. These are both spontaneous development and purposeful reform. The latter often does not lead to the desired results, which is largely explained by the fact that there are different points of view between philosophical, scientific grounds, intellectual support of the social-technical practice in the field of education.

A prominent place in the conceptual ideas and views on the analysis of scientific sources on this subject are the changes in educational reform in Australia, which is the «carrier of transformations» that are of national interest. That’s why there is the need to analyze scientific sources on the problem of the development of higher education in Australia, to define the values of transformations and to develop a methodology for their use as a basis for the system-forming elements of education in Ukraine.

However, despite the wide range of studies related to the development of education, insufficient attention is paid to the fundamentally analytical socio-philosophical and sociological principles of higher education related to the new picture of the world, with the essential characteristics of modern world development and the place of man nowadays. The issue of research into the scientific sources of higher education in Australia, which is the focus of this article, is also considered to be extremely important but not sufficiently studied throughout the world. Therefore, the leading task is to find out the state of development of the problem. Theoretical and methodological basis is: methodological provisions of comparative pedagogy, which outline the orientations of the study of educational phenomenon in the context of political, economic, social processes, interconnection of regional and national tendencies of higher education development of the globalization space (A. Vasilyuk, S. Koreshkova, N. Lavretchenko, M. Leshchenko, A. Maksimenko, O. Matvienko, A. Sbruyeva); the prerequisites of the formation of higher education policy that forms a fundamentally new basis for the development of the higher education system (J. Dawkins, E. Denison, G. Levin, J. Lock, L. Maglen). The scientific novelty of the obtained results is that for the first time an analysis of modern theoretical approaches to understanding the peculiarities of the development of the Australian higher education system in the process of its modernization has been carried out. Studying the state of the problem, which reveals the content of reforming Australia’s higher education system, concludes that the article may be useful to both domestic comparative researchers and educational practitioners.
