LEGISLATIVE PROVISION OF THE ORGANIZATION AND FUNCTIONING OF THE PUBLIC HEALTH SYSTEM

The article examines the existing (current) legislative framework and, to a certain extent, systematizes the relationship between the existing legislative framework in the field of public health and the realities of the demographic situation, the state of health of the population, and actual migration processes. A further direction of the development of the law-making process in the field of public health protection and its improvement is proposed, with the aim of increasing the efficiency of the functioning of the public health system.
The purpose of the article is to analyze the existing legislative framework in the field of public health and to propose ways of its further improvement in order to increase the effectiveness of the functioning of the public health system in the existing socio-economic conditions and for the future.
Methodology. The methodology of our research is based on systemic and person-oriented approaches, which take into account legislative sources of information and analyze the current experience of implementing the right to health care. A multi-level system analysis of scientific information sources is used, which is based on the general, partially scientific and specifically scientific philosophical levels of knowledge.
The scientific novelty of the proposed study will consist in the consideration of dynamic changes and modern challenges in the field of ensuring the organization and functioning of the public health system. This makes it possible to investigate how the legislative provision of the organization and functioning of the public health system can improve the quality and efficiency of the development of the law-making process in the field of public health protection and its improvement, in order to increase the efficiency of the functioning of the public health system. This approach can take into account modern requirements for the training of specialists and contribute to increasing their competitiveness on the labor market.
Conclusions. The creation of a public health system in Ukraine has begun. A significant achievement of the state is that, at the legislative level, this process has been initiated. We believe that it is expedient to adjust the goals, tasks and structure of the Public Health System in the following steps by improving the political, social and economic situation in the state and by means of intersectoral strategies; determine specific indicators characterizing the demographic situation and the state of health of the population as target indicators of the effectiveness of the functioning of the public health system; to regulate, at the legislative level, the relationship between the state of spheres of influence, the relevant Laws of Ukraine, and the consequences of the response of indicators characterizing the state of public health and the demographic situation; determine the functions and powers of the main expert institution (Center for Public Health) in the field of public health as a structural unit of the Cabinet of Ministers of Ukraine directly, and not within the structure of the Ministry of Health; to work out the RU «On the health of the nation»; to work out the RU «On medical care and medical activity»; to work out the ZU «On medical insurance»; be considered to have lost the validity of the Law «Basics of the Legislation of Ukraine on Health Care».
