PROBLEMS OF IMPLEMENTATION OF THE LAW OF UKRAINE «ON PHYSICAL CULTURE AND SPORTS» IN HIGHER EDUCATION INSTITUTIONS OF UKRAINE

Abstract

The study identified and described the problems of implementing the Law of Ukraine «On Physical Culture and Sports» in the educational process of physical education of students in modern conditions of higher education institutions of Ukraine.

The problems of implementing the Law of Ukraine «On Physical Culture and Sports» in higher education institutions of Ukraine are of strategic importance, since the level of the state's defense capability directly depends on the level of health and physical fitness of the youth.

The purpose of the study is to study the problems of implementing the Law of Ukraine «On Physical Culture and Sports» in higher education institutions of Ukraine

The methodological basic of the study is a systematic and person-oriented approach with the aim of analyzing the regulatory and legal acts of the state and scientific and methodological sources on the implementation of physical culture and health activities with students of higher educational institutions. The work uses a multi-level systematic analysis of scientific sources based on philosophical, general-scientific, partial-scientific and specific-scientific levels of knowledge.

Scientific novelty. Based on the analysis of scientific sources on the research topic, the problems of implementing the Law of Ukraine «On Physical Culture and Sports» in the educational and educational process of physical education of students in the modern conditions of higher education institutions of Ukraine were identified and described.

Conclusions. The study of the implementation of the Law of Ukraine «On Physical Culture and Sports» in higher education institutions of Ukraine revealed a number of serious problems:

– the main principles of the formation of state policy in the field of physical culture and sports are not fulfilled;

– directions for the development of physical culture and sports are not fully provided by the sports club, student sports center and physical culture team operating in higher education institutions;

– state authorities and heads of higher education institutions do not contribute to the approval of state policy in the field of physical culture and sports through the adoption of relevant normative documents and the state management decisions;

– there is a deterioration of scientific support for the process of physical education and implementation of research results into practice.

The problems of the implementation of the Law of Ukraine «On Physical Culture and Sports» in higher education institutions of Ukraine revealed by the research should be regulated by the state through the adoption of relevant normative legal acts.
