APPROACHES TO THE FORMATION OF THE NATIONAL PUBLIC HEALTH SYSTEM THROUGH THE «HEALTH IN ALL POLICIES» STRATEGY

Abstract

The study substantiates that in Ukraine the implementation of the «Health in All Policies» strategy has become a relevant topic in the context of the development of health policy and is extremely important in the process of creating an effectively functioning National Public Health System. Taking into account the domestic and international experience in organizing public health systems, as well as the relationship between population health and other areas, such as education, social policy, economy, ecology, transport and the attitude of each individual to their own health, the model of the structure of the National Public Health System is substantiated.

The purpose of the article is to substantiate approaches to the formation of the National Public Health System through the «Health in All Policies» strategy.

Methodology. The study applies a systemic approach to the analysis of the legislative support of the public health system in Ukraine, taking into account international standards and national strategic documents. The methodology is based on the principles of intersectoral interaction, strategic planning, integration of the Health in All Policies approach and respect for human rights.

The scientific novelty of the article lies in identifying key areas of development of Ukrainian legislation on public health in the context of modern challenges; substantiating the feasibility of systematically implementing the Health in All Policies (HiAP) principle in national policy; analyzing legislative conflicts and gaps in ensuring interagency interaction; formulating recommendations for improving the regulatory and legal regulation of the public health system based on international experience and practice of EU countries.

Conclusions. The Health in All Policies strategy in Ukraine is oriented towards the global recommen­dations of the WHO on the implementation of such an approach and is an integral part of the process of creating an effectively functioning public health system in the country. The conducted studies indicate the absence of an organized and effectively functioning public health system in the country. Although the legislative framework of Ukraine contains provisions aimed at integrating health into all policies, full compliance of the current legislation with the «Health in All Policies» strategy has not yet been achieved. Further steps are needed to implement this approach in practice in all areas of state policy. The absence of an organized and effectively functioning public health system in the country does not allow for the effective implementation of the «Health in All Policies» strategy. A mechanism for assessing the impact of current legislation on population health should be introduced, and each new legislative initiative should be subject to an examination and analysis of the impact of the consequences of its implementation on the demographic situation, the state of public health, and compliance with the «Health in All Policies» strategy. It has been proven that domestic experience and the results of fundamental research are not enough to create an effectively functioning public health system in our country. An important tool in the process of creating an effectively functioning public health system in our country is the much larger experience of economically developed countries, which should be taken as a guide, studied, and used. Ukraine needs a state, long-term media strategy and a single center for strategic communications in the field of public health, large-scale social videos, talk shows, educational programs, active promotion through all media, bloggers, influencers, social networks, which will really influence people's consciousness and contribute to improving the demographic situation and health of the population, strengthen the communication strategy to combat fakes, promptly respond to myths about health, family, fertility, launch media platforms with verified information, strengthen campaigns on a healthy lifestyle, increase content about sports, proper nutrition, the importance of preventive examinations, etc.
