REGULATORY AND LEGAL SUPPORT OF IN-SERVICE TRAINING OF PRESCHOOL EDUCATIONAL INSTITUTIONS PEDAGOGICAL STAFF IN THE USSR IN THE 60-70'S OF THE XXTH CENTURY

Abstract

The article deals with the regulatory and legal documents that regulated the organization of work of in-service training institutes and provided advanced training of preschool pedagogical staff in the USSR in 60-70s of the XXth century. The aim of the article is to analyze the regulatory and legal support of in-service training of preschool educational institutions pedagogical staff in the USSR in the 60-70's of the XXth century. Methodological basis of the research: methods of analysis and synthesis of archival materials and narrative sources, that regulate the activities of the Ministry of Education of the USSR in the field of professional development of preschool teachers. The scientific novelty lies in the generalization and systematization of the content component of the documents of regulatory and legal support, which regulated the activities of institutions of the system of advanced training of pedagogical staff in the field of preschool education.
Conclusions: in the course of the research the content of documents regulating the organization and directions of professional development of pedagogical staff of preschool educational institutions, which was carried out by the departments of public education and regional in-service training institutes, was considered and covered. It is proved that during this chronological period advanced training played a significant role in the development of professionalism and improving the ideological and theoretical level of knowledge of preschool institutions personnel. The content of the documents defines the main tasks and forms of work with teachers in the process of advanced training of pedagogical staff of preschool educational institutions. In the article stressed on the importance of research on this issue in the historical and pedagogical context. It is noted that in this period on the basis of state policy decision-making there was a formation of characteristic features of development of advanced training of preschool educational institutions pedagogical staff.
